Toolbox Talk: Conveyor Guarding

Belt speed beats reaction time. Five minutes on pinch points, guards, and the shoveling that shouldn’t exist.

Why this talk exists

MSHA publishes fatality alerts about conveyors with grim regularity, and the pattern barely changes: someone cleaning, greasing or adjusting next to a moving belt, caught at the tail pulley, a return roller, or the take-up. Machine guarding (1910.212) was #10 on OSHA’s FY2025 most-cited list, and in mining, guarding standards 56/57.14107 are among the most-cited every year. The physics is unforgiving: a belt at 350 feet per minute moves almost 6 feet in one second — roughly the human reaction time plus one flinch.

The rules that matter

  • Guard everything reachable: head, tail, drive and take-up pulleys; return rollers in walkways; V-belt drives and couplings. If a body part can contact a moving part, a guard belongs between them.
  • Guards are structure, not suggestion: secured in place, sized so nothing reaches over, under, around or through — a guard you can defeat casually is paperwork, not protection.
  • Cleaning is maintenance. Shoveling spillage at an unguarded tail pulley of a running belt is the single most repeated fatal act in the conveyor record. Locked out, every time — and if spillage there is routine, fix the carryback and skirting so the shovel stops being needed.
  • Crossovers and e-stops: cross the belt at crossings, not over it; know where the pull-cords are and test that they actually work.
  • Startup warnings mean something: a horn nobody heeds trains everybody to die a little. When it sounds, hands come out.

How it happens — a scenario

Based on the kind of incident that happens every year

Night shift, spillage building at the tail of the reclaim conveyor — the same spillage as every night, because the skirting upstream leaks. The shoveling has become routine: belt running, because stopping the line means calling the control room and explaining the delay.

The shovel blade kisses the moving belt. The belt takes the shovel; the handle takes the man toward the unguarded tail pulley before he can open his hands. He survives because a coworker reaches the pull-cord in time, and the incident report uses the phrase “caught-by, near-fatality.”

Every element was normal until it wasn’t: the leak nobody fixed, the guard panel that had been off for weeks 'temporarily,' the running-belt shoveling everyone had done a hundred times. MSHA’s fatality alerts describe this exact sequence more than any other conveyor scenario — which is why this talk exists.

Talk it through

Five minutes of reading is worth less than two minutes of arguing. Ask the crew:

  • Walk the line in your head: is every tail pulley, take-up and walkway return roller guarded right now?
  • Where do we shovel routinely — and what upstream fix would make the shovel unnecessary?
  • Any guards currently off ‘temporarily’? Define temporarily.
  • When were the pull-cords last tested? By whom?

Frequently asked questions

Do return rollers really need guards?

Where they're over or beside a walkway or work area within reach — yes, and MSHA has issued specific alerts on roller entanglements. Height above walkways can satisfy 'guarded by location,' but that's a determination, not an assumption.

Can we grease bearings with the belt running?

Extended grease lines that put the fitting outside the guard exist for exactly this reason. If the task puts any part of you inside the guarded envelope of a running conveyor, it's a lockout job.

Who can remove a guard?

Anyone can bolt one back on; removing one is a maintenance act that rides on a lockout. Guard-off-belt-running has its own line in the fatality statistics.
